Shouldn't recompiling OpenSSL be enough? It's usually dynamically linked, isn't it?

You might have to recompile the entire stack on top of it, for example python , Apache, mod_python etc. It's a lot of work just to enable tls 1.1

That depends on the daemon software. It might compile-time feature-check OpenSSL
