Not so. I know several non-technical people who heard about the changes and made the switch to Signal. (Or rather, primarily Signal, but WhatsApp where necessary.) It's not just us HackerNews readers.
I don't expect WhatsApp to be a deserted wasteland any time soon, but it's not the case that no one cares.

There isn't really a bright line between the two. Privacy has significant overlap with the C of the CIA triad of cybersecurity.
