What happened with previous way where countries (was it "Seven Eyes"?) would spy on each others citizens, as a way to workaround such "You shall not warantlessly mass-spy on your own citizens" limitations?

From the top of my head, I recall at least USA, UK, Australia and Netherlands were among those 7.

I believe you’re thinking of Five Eyes.

Maybe 9 eyes?

The countries involved in the 5 Eyes, 9 Eyes, and 14 Eyes alliances and their partners

Five Eyes countries: United States, United Kingdom, Canada, Australia, and New Zealand
Nine Eyes countries: The Five Eyes plus Netherlands, Norway, Denmark, and France
Fourteen Eyes countries: The Nine Eyes plus Italy, Germany, Belgium, Sweden, and Spain
Partners of the 14 Eyes: Israel, Japan, South Korea, Singapore, British Overseas Territories

And it's actually hard to find much that looks like original news articles I thought I read.

This is close enough https://www.pcworld.com/article/448520/dutch-civil-society-g...

Though in my fuzzy memory there were some more specific examples/cases that were reported on.

Ah yes 9 eyes - I was thinking there were 5 and then 7 eyes (and recalled NL wasn't in the first group).

While trying to find years old news articles that mentioned some specific instances of Dutch doing "quid pro quo spying" for another countries ... So far I ran into https://www.jns.org/dutch-agency-spying-on-holocaust-survivo...

And holocaust survivors fits description of OP news article? /Note I didn't read this JNS article, nor know if website is credible/

The Five Eyes (FVEY) is an Anglosphere intelligence alliance comprising Australia, Canada, New Zealand, the United Kingdom, and the United States.
