Actually doing something would be a first amendment violation.
Merely threatening them with legal action, and stirring up people to maybe-just-possibly use violence, is perfectly legal. Especially when it's the President.
It's a tactic he's been using for a while, to claim clearly-illegal plans to distract from the slightly-more-murkily-illegal things he's actually doing.
